Planning MCZs > Named Consultative Stakeholders

There may be a few organisations/ individuals who have been invited onto the Stakeholder Advisory Panel or Regional Hubs, but who for different reasons, choose not to take up their place. Named Consultative Stakeholders will have a formalised status, given that they have been deemed to be within the core set of stakeholders who should be on the Regional Stakeholder Groups.

The current Named Consultative Stakeholders for Net Gain are:

The Shellfish Association of Great Britain
Local Government Association Coastal Issues Special Interest Group
UK Marine Biodiversity Policy Steering Group

Named Consultative Stakeholders will:

Provide information to the Regional Hubs and Stakeholder Advisory Panel in relation to their specialised knowledge
Comment on work emerging from the Regional Hubs and Stakeholder Advisory Panel, e.g. early, draft recommendations, issues arising etc
The stakeholders in this group would be giving up their direct role in the decision-making process, in that they will not be at meetings, but they will retain a high level of influence


How would the process work for NCS?

These groups will not be able to simply lobby or present their thoughts to the Regional Hubs and Stakeholder Advisory Panel in their own time and way. Their responses will be triggered by a request from the Stakeholder Advisory Panel for their views on something specific.
The assumption is that this set of stakeholders will not meet as a group, but give their views via email.


How will NCS receive information?

NCS will receive information when outputs are shared between the Regional Hubs and the Stakeholder Advisory Panel or when specific feedback is required on options.
Maps and commentary of network options / sites will be sent to Named Consultative Stakeholders. This can either be in a hard copy or by e-mail.
Net Gain staff will maintain all of the narrative between NCS members and the Stakeholder Groups.


How will their comments be considered?

Named Consultative Stakeholders may be asked to consider specific sites and / or whole network options and record their responses in a structured series of questions. It is anticipated that at the appropriate time they will be asked whether they can approve or live with a particular site, and if not to explain why. This response will be considered by the Stakeholder Advisory Panel/Regional Hubs to see if the Named Consultative Stakeholder’s needs can be met / accommodated. If not, the Named Consultative Stakeholders will be offered the opportunity to record their disagreement.
